Most writers tend towards: being his own master, unrestrained by the administrative rules and regulations that PPTH imposes on him, or being free from pain. You've subjected him to a much harsher regime than canon Cuddy and he's at the mercy of pain not only from his leg but also as administered via his implant, and yet he's happier. The unbreakable bond between him and Wilson gives him a sense of security that's absent in canon and it gives Wilson the confidence in House's loyalty that allows him to put up with the negative consequences of House's 'do or die' attitude. (Have you ever read Pullman's Dark Materials series?)
I totally see Cuddy acting like that in a society that allows for corporeal punishment and slavery. When my mother was a young teacher, she still caned students. It was the done thing and it was expected of her. She never lifted her hands against her children, and she wouldn't have dreamed of caning students in the later part of her career. She certainly isn't crueller than I am, but if I caned students, I'd be fired and prosecuted. So yeah, if that kind of thing was acceptable and Cuddy saw it as a possibility for controlling House, she'd do it.
