Well, there are many examples in our world where we can't believe a person or group of people would think and act they way they do. But that's an outsider's perspective. If Cuddy was born into a society where certain people are not seen as human, but commodities, then I can see how her actions here would be justifiable in her mind: Temporarily damage one purchase, and have two better-functioning ones in the long run. She might be wrong, but I can see how she'd think this could work. I have no idea, however, how a society like this would form in the first place. Scary.
